Parliamentary Openness and Monitoring Forum: Strengthening Parliamentary Transparency and Accountability through Citizen Participation

On March 14-15, 2023, CCW, NDI and Westminster Foundation for Democracy (WFD) jointly hosted the Parliament Openness and Monitoring Forum in Taiwan. This forum gathered representatives from eleven global civil society organizations and over twenty international dignitaries, including parliamentarians from Kosovo, North Macedonia, and Romania.
The opening address was delivered by the Speaker of the Legislative Yuan, Mr. You, Si-Kun. Legislators Lo Chih-cheng and Lin Szu-Ming had been invited to participate as keynote speakers, and Legislator Wang Wan-Yu was also in attendance.
At the end of the forum, representatives from parliament monitoring organizations worldwide were invited to sign a joint declaration, symbolizing a strengthened international cooperation between Taiwan and like-minded democratic partners.
2023 Open Government Partnership SUMMIT: Side Event

A delegation from the Open Parliament Committee of Taiwan’s Legislative Yuan, consisting of representatives from the Citizen Congress Watch (CCW), the Open Culture Foundation (OCF), Cofacts – Fact-checking Platform, Legislator Freddy Lim, and Legislative Yuan civil servants, successfully hosted a Side Event at the Open Government Partnership (OGP) Summit in Tallinn, Estonia, on September 8, 2023.
The event provided the global community with deeper insights into Taiwan’s experiences in open government and civic participation. The delegation shared the challenges and opportunities encountered throughout Taiwan’s open government journey and engaged in discussions with government representatives, parliamentarians, and civil society organizations from various countries on the future of open parliaments.
The Open Government Partnership (OGP) Summit is a biennial global gathering that brings together government representatives, parliamentarians, civil society organizations, and business leaders to discuss issues related to open government, transparency, and participatory democracy.
Although Taiwan has not yet officially become a member of OGP, its outstanding achievements in democratic governance and parliamentary openness have earned recognition and support from democratic partners worldwide.
Taiwan’s delegation successfully hosting a Side Event as part of the 2023 Open Government Partnership (OGP) Summit marks a historic milestone and a significant diplomatic breakthrough.
This achievement highlights Taiwan’s unwavering commitment to democratic values and its relentless pursuit of open government. The delegation’s participation not only strengthens Taiwan’s presence in international affairs but also reaffirms its dedication to democracy and transparency.
Taiwan will continue to play an active role on the global stage, advocating for open government and democratic values.
