Citizen Congress Watch Elects New Board; Professor Tung-ru Jeffery Shieh Becomes Chairperson
Deepening Civic Engagement and Expanding International Democratic Networks
Citizen Congress Watch (CCW) convened its 12th General Assembly on 6 June, electing a new Board of Directors and Supervisors. During the meeting, the Secretariat reported CCW’s publicly released accomplishments and adopted both the forthcoming-year budget and the audited financial statements. CCW also reaffirmed its mission to strengthen collaboration among Taiwanese civil-society organizations and to advance reforms in such fields as environmental protection, transportation, gender equality, technology, law, human rights, and education.
Pursuant to CCW’s bylaws—which entrust organizational members to vote through their designated representatives—Professor Tung-ru Jeffery Shieh, Executive Supervisor of the Taiwan Alliance for Residential and Independent Living, was elected Chairperson.
Chairperson Tung-ru Jeffery Shieh stated:
“Since our founding in 2007, CCW has championed major reforms to enhance the transparency of Taiwan’s legislature. As a non-profit organization, we tirelessly engage schools and communities to deepen civic consciousness and inspire broader public participation in policy debates.
Although the Legislative Yuan currently faces procedural disorder, partisan confrontation, and foreign interference, an increasing number of Taiwanese citizens are stepping up to hold their elected legislators accountable through multiple channels. That civic momentum will continue to fortify our democratic resilience. Looking ahead, CCW will integrate AI tools to lower the barriers to public deliberation and will share Taiwan’s oversight experience on the international stage, forging a wider democratic partnership and constructing an ‘Asian Great Wall of Democracy.’”
Outgoing Chairperson Tseng Chien-Yuan reflected:
“Over the past four years, Taiwan’s third sector has weathered the pandemic and, at the same time, opened new opportunities for international exchange, allowing the world to witness our vibrant democracy. Thanks to our Board members, Secretariat colleagues, and volunteers, CCW has continued to flourish, serving as an indispensable watchdog over parliament and reminding legislators that public opinion cannot be ignored. I trust that, under the new leadership, CCW will achieve further breakthroughs and move us closer to an ideal parliament grounded in democratic deliberation.”
