City and county councilmen property declarations will no longer lack transparency as CCW successfully implements online property declaration

The Legislative Yuan passed amendments to the Public Officer Property Reporting Act today, approved by the third reading. The new articles state that city and county councilmen should report their property online, subjecting to president, vice president, legislators, city mayors, the premier, and presidents of the Legislative Yuan, Judicial Yuan, Control Yuan, and Examination Yuan to scrutiny. According to parliamentary proceedings, once an amendment has received approval from the third reading, it shall come into force on the day of its promulgation, which will be considered in the nine-in-one election at the end of this year (2022).

Prior to the amendment, the Public Officer Property Act excluded city and county councilmen, so the public could only review the information by visiting the Control Yuan in person and only required parties like the president, vice president, premier, and presidents of the Legislative Yuan, Judicial Yuan, Control Yuan, and Examination Yuan, political officer, legislators, and mayors and country magistrates to report their property information online and publish it on the Government Gazette annually. CCW continuously disclosed numerous loopholes in this act and called on the Legislative Yuan to amend it immediately.

CCW appreciates the response to its campaign from ruling and opposition parties, as well as legislative and administrative offices, as it will bring further transparency and accountability to the upcoming election. The amendment is a crucial step toward putting the Sunshine Law into action. In addition, CCW aims to eliminate corruption among local politicians by keeping tabs on their property declaration reports. It also calls for the public and media to cooperate in monitoring open information.
